Request for Board of Supervisors Approval of the FY 2018-19 Annual and the 3-Year FY 2017-2018-2019-2020 Mental Health Services Act (MHSA) Updated Plans.

BACKGROUND/SUMMARY:
The State Dept. of Health Care Services, Mental Health Division requires local Board of Supervisors approval of the County Behavioral Health Departments (BH) MHSA Plans, including DHCS required periodic updated MHSA Plans. The significant changes to these MHSA Plans are in the Prevention and Early Intervention (PEI) component that expands services for children and youth, including school campus based services. The other significance to note is a proposed new Innovation (INN) program component that focuses on partnerships with BH and the Superior Court, Jail, Probation and Office of the District Attorney. This new INN service program will be built around a concept intended to divert mentally ill and substance abusing individuals from jail to BH treatment as well as facilitate early reentry of the same category of individuals from jail to the community and BH treatment. These two new service components (PEI and INN) will require MHSA funding and services expansions that will also resolve expenditure concerns for MHSA funds vulnerable to reversion in approximately 2 years. The 3 Year MHSA Plan also encompasses the time span that includes the separate and distinct FY 2018-19 MHSA One Year plan Update. This may seem repetitious but DHCS required that we construct a distinct additional FY 2018-19 MHSA Plan update and include in that plan specific sections addressing program expansions that will address the expenditure of our County Behavioral Health Department’s next earliest reversion vulnerable MHSA funds. Consequently specific identifiable references are made to that issue in those new expanded program descriptions sections of the FY 2018-19 One Year Plan update. The required Public Posting and Comment Period and a Public Hearing review and input processes for the MHSA Plans have occurred, as well as Behavioral Health Board approval for both MHSA Plans to go forward for Board of Supervisors Review and approval
