Accept all bids for the FEMA – Lovers Lane Road Reconstruction 0.91 Miles N of Shore Road to 1.18 Miles N of Shore Road project (PWB-1804), find Granite Rock Company as the lowest responsive responsible bidder, award contract to Granite Rock Company in the amount of $358,231.00, approve contract and authorize the RMA Director to execute the contract upon receipt of all documents required to in the Invitation for Bids, and authorize the RMA Director to issue change orders in an amount not to exceed $35,823.10 (10% of contract amount).

BACKGROUND/SUMMARY:

During the period from February 1, 2017 through February 23, 2017, severe winter storms, flooding and mudslides caused wide spread damage throughout the State of California.  These severe winter storms brought heavy rains and wind gusts up to 83 miles per hour and mudslides to San Benito causing damage to many roads throughout the County.

 

Lovers Lane Road  is operated and maintained by San Benito County.  Lovers Lane Road is approximately 17 feet wide and falls in a low area surrounded by farm land and residential properties.  During this period, flood and mudslide damage was caused due to a levee breach along Pacheco Creek with standing water for several days in the Lovers Lane Road area.

 

A Federal Emergency Management Agency (FEMA) E-Grants, Subgrant Application was submitted on September 20, 2017.  The Notification of Obligation for Public Assistance and CDAA Grant Programs, FEMA-4308-DR-CA, Cal OES ID: 069-00000 by CalOES dated March 27, 2018 was received by the County’s Emergency Services Manager.

 

The plans and specifications for this project were adopted by the Board and advertised for bids on June 12, 2018.  Bids were due on July 12, 2018 and three bids were received.  Staff has identified Granite Rock Company as the lowest responsive responsible bidder.  The other bids received were from Monterey Peninsula Engineering in the amount of $380,934.00 and from The Don Chapin Company, Inc. in the amount of $544,000.00. The Engineer’s Estimate was $398,960.00.

Staff respectfully recommends that the Board:

1. Accept all bids for the FEMA – Lovers Lane Road Reconstruction;

2. Find Granite Rock Company as the lowest responsive responsible bidder;

3. Award contract to Granite Rock Company in the amount of $358,231.00;

4. Approve contract and authorize the RMA Director to execute the contract upon receipt of all documents required in the Invitation for Bids; and

5. Authorize the RMA Director to issue change orders in an amount not to exceed $35,823.00.
