BACKGROUND/SUMMARY:

On May 6, 2014 the County entered into a two-year contract with Field Solutions, Inc. (FSI) for $26,900.00 to provide routine operations, maintenance, and monitoring of the existing extraction well system at the John Smith Road Landfill.

 

On June 28, 2016 this contract was extended an additional two years ending on June 30, 2018 and included a modification to the scope of services to included eight service visits scheduled to occur once per quarter. The additional compensation associated with amendment #1 was $32,000.00 for a total contract amount of $58,900.00.

 

This amendment #2 extends the current contract by an additional two years and includes a not to exceed amount  of $22,800.00 over the next two years.  This amount includes $16,800 ($2,100.00 each) to replace four (4) extraction pumps and motors that will only be charged to the County if a pump failure occurs. 

 

FSI provides extraction system operation and maintenance services at the John Smith Road Landfill (JSRL) for the County to meet state requirements and the pre-existing conditions and obligations detailed in Section 5.2 of the landfill agreement. Per Section 5, the County is responsible for groundwater monitoring and extraction well maintenance. Per Section 4.1, the landfill operator, WCI, is responsible for all other operations and maintenance costs at the landfill. FSI provides quarterly extraction system operation and maintenance visits and provides operation, maintenance and monitoring of the existing extraction system (five extraction wells) and the agricultural well at the JSRL.

1. Approve contract amendment with Field Solutions Inc. extending maintenance and operation services for the John Smith Road Landfill extraction system until June 30, 2020 for an additional amount not to exceed $22,800 for a total contract amount not to exceed $81,700.00, and authorize the Board Chair to sign it: and

 

2. Authorize the RMA Director to extend the contract for three additional two-year periods if necessary and approve change orders up to 10% of the contract amount.
