BACKGROUND/SUMMARY:

Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide.

 

The County must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the County budget, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. The investment in our local streets and roads infrastructure, focusing on basic maintenance and safety, using cutting-edge technology, materials and practices, will have a significant positive impact for the people of this County.

 

The County, has adopted RMRA funding in Fiscal Year 2017-18 by Resolution 2017-105 in the estimated amount of $700,893.00 from SB 1, and the County will receive an estimated $1,781,706.00 in RMRA funding in Fiscal Year 2018-19 from SB 1.

 

The project list includes both FY 2017-18 and FY 2018-19 in compliance with California Transportation Commission’s guidelines which states that, “Carryover projects not completed in that fiscal year (July 1 - June 30) need to be included in the next fiscal year's resolution and project list. Per SHC 2034 (a) (1) “All projects proposed to receive funding must be adopted by resolution.” An agency’s unexpended funds can be carried over to another fiscal year and Road Maintenance and Rehabilitation Account Funds do not expire. All Road Maintenance and Rehabilitation Account funds expended each fiscal year must be accounted for in the annual expenditure report. This report ties directly into the project list previously submitted.”
