Approve Lease Agreement with Simmco, LLC for work space utilized by the Unified Narcotic Enforcement Team (UNET) for the period June 1, 2018 - May 31, 2023; and authorize the Sheriff to sign said agreement.

BACKGROUND/SUMMARY:
The Sheriff's Office UNET Division entered into a lease agreement for their current location in July 2005. The lease has been extended over time with the current agreement ending May 31, 2018. The Sheriff and UNET Division Commander have been working with the Lessor to reach an agreeable rate.
Space cost for the 7500 square foot premises under the old lease was $0.49 per square foot. Notification was received that the space rate under the new lease would be $.76 per square foot. The Sheriff and UNET Commander were able to reach an agreement with Lessor to reduce the base rent to $0.59 per square foot for a monthly rate of $4,413.35 for twelve (12) months. On June 1, 2019, the base rate will increase to $0.75 per square foot, $5,607.16 through June 1, 2021 and negotiated thereafter.. The monetary increase from the prior lease agreement is $750 for the first year and $1,943.81 thereafter. It should be noted that the lease addendum includes a 30-day Termination by Tennant clause.
UNET has historicaly been funded by the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. This is a federal grant which the County has received funding for the past several years. Recent discord between the State of California and the Federal Government has delayed awards for the current grant cycle which began January 1, 2018. The Sheriff has secured funding outside of the county general fund through the assistance of HIDTA (High Intensity DrugTrafficing Area) progam and the UNET Task Force Council. This program will continue to have no impact on the county general fund.
