Approve contract with Dr. Martin Fenstersheib and Dr. David Ghilarducci for professional services as Acting County Public Health Officer (HO) for the term July 1, 2018 - June 30 2019 in the event of absence of current Health Officer, Dr. Gail Newel, when she is on vacation, sick leave or other absence at a cost not to exceed $16,000.00 for each contract ($32,000 total).

BACKGROUND/SUMMARY:
Public Health Services is mandated by statute to have a Public Health Officer available for public health emergencies and public health operations at all times. Past practice of inter-jurisdictional Health Officer vacation and sick-leave coverage from surrounding counties while the Health Officer is out of State or Country is no longer available. A contract for an acting Health Officer is warranted and necessary for times when the current, permanent Health Officer is unavailable. Dr. Martin Fenstersheib and Dr. David Ghilarducci both concurrently have contracts with the county to serve as acting Health Officer for San Benito County and will provide the necessary MD/HO services in Dr. Newel's absence.
Although each contract has a not to exceed amount of $16,000, for a combined total of $32,000, it is anticipated that the total expensed between the two contract will not exceed $16,000.
The contracts have been incorporated in the FY18/19 requested budget. There is no impact to the county general fund.

STAFF RECOMMENDATION:
1) Approve a professional services contract with Dr. David Ghilarducci M.D. for the period of July 1, 2018 to June 30, 2019, in the amount of $16,000.00.;
2) Approve a professional services contract with Dr. Martin Fenstersheib M.D. for the period of July 1, 2018 to June 30, 2019, in the amount of $16,000.00.;
3) Authorize Board Chair to sign said the contracts.
