Accept all bids received for the River Parkway Phase I (Access Road) project, find Don Chapin Company as the lowest responsive responsible bidder, award contract to Don Chapin Company in the amount of $1,921,209.00, approve contract and authorize the RMA Director to execute it upon receipt of all documents required in the Invitation for Bids, and authorize the RMA Director to issue change orders in an amount not to exceed $108,560.00.

BACKGROUND/SUMMARY:
Since completing the River Parkway Master Plan several years ago, the County has been working with their partners at the San Benito High School District and City of Hollister on acquiring property and implementing the first phase of this proposed project. Upon execution of the multi-agency agreement between these three agencies early last year, staff has been working on the design of the proposed Regional Park Access Road.
The plans and specifications for this project were adopted by the Board and advertised for bids on April 3, 2018. Bids were due on May 2 and five bids were received. Staff has identified Don Chapin Company as the lowest responsive, responsible bidder per the attached bid summary. Construction will begin in June and last for several months.
The bid price for the Road portion of this project is $1,154,456, which is $345,544 below the engineer's estimate.
The remainder of the contract amount ($766,753) is for Sunnyslope's pipeline project and they will reimburse the County for this cost per the executed MOU.
