BACKGROUND/SUMMARY:
Summary
The Landfill Ad Hoc Committee, comprised of Board Chair Botelho and Vice-Chair Muenzer, is recommending hiring Lewis Engineering to conduct an independent Landfill Disposal Capacity Study of the John Smith Road Landfill. The Ad Hoc Committee feels it’s important to have the County conduct its own disposal capacity analysis, separate from the annual Disposal Capacity Report prepared by an engineer hired by Waste Connections Inc. (WCI), given the trend over the past few years of sharply declining disposal capacity figures provided by WCI and uncertainty over the accuracy of the numbers.
The table below summarizes the disposal capacity figures provided by WCI over the past three years.
This item was discussed at the February 5, 2018 Ad Hoc Committee meeting and staff was directed to work with the County’s contract landfill engineer, Sangeeta Lewis with Lewis Engineering, to prepare a proposal to complete the work. A proposal from Lewis Engineering was received on February 21, 2018 and reviewed at the March 15, 2018 Ad Hoc Committee meeting. The cost for completion of the work is not to exceed $18,722.
Section 3.1 of the Landfill Operating Agreement requires WCI to hire a third-party engineer to prepare an “Annual Waste Disposal Capacity Report” to determine the remaining waste disposal capacity of the landfill. WCI is required to provide the County with no less than 15 years of waste disposal capacity for In-County waste.

It is recommended that the Board of Supervisors:
Adopt Resolution 2018- approving a contract with Lewis Engineering for a not to exceed amount of $18,722 (10% contingency above proposed contract amount of $17,020) and authorize the Chair to sign the agreement with Lewis Engineering, and/or any amendment thereto for a total not to exceed the amount specified above.
