BACKGROUND/SUMMARY:
Summary
The County of San Benito, City of Hollister and City of San Juan Bautista currently hold a joint Franchise Agreement with Recology South Valley that is due to expire after June 30, 2018. This third amendment to the Franchise Agreement would provide for a short-term extension until October 31, 2018 to facilitate sufficient time for the selected hauler to complete a smooth transition to the new franchised collection services that will take effect on November 1, 2018. Note that this short-term extension is needed regardless of which hauler is selected. Because of such term extension, a rate adjustment for Recology will occur effective July 1, 2018, in accordance with Section 13.03 of the current Franchise Agreement.
Background
The County of San Benito, City of Hollister, and City of San Juan Bautista comprise a joint powers authority known as the San Benito County Integrated Waste Management Regional Agency (RA). The RA is currently conducting a contractor selection process for a new Franchise Agreement that will take effect November 1, 2018. The Regional Agency Members are currently deliberating on the selection of a contractor and subsequent negotiations that will take place for award of a final Franchise Agreement.
On August 29, 2017 the RA released the Collection Services RFP. By the November 14, 2017 deadline, the RA received three (3) responsive proposals from companies capable and qualified to provide the collection services described in the RFP. The proposers are:
- GreenWaste Recovery (GWR)
- Recology San Benito County
- RJR Resource Recovery (RJR RR) (i.e., RJR Recycling, Atlas Disposal, and Garden City Sanitation)
*This new firm was created for the purposes of responding to this RFP. The firm is one-third owned by each of the companies listed above.
