BACKGROUND/SUMMARY:
This fiscal consultant has the skills and experience to assure that the Behavioral Health Department’s fiscal related MHSA audit and many other fiscal reports and functions are fulfilled in compliance with regulations and laws. The fiscal consultant has also been providing training and development for newly hired department accounting staffs in a variety of fiscal related components of the MHSA (Mental Health Services Act) Services, MediCal Managed Care Program Cost Reports, Short/Doyle, MediCal Cost Reports, Substance Abuse Drug MediCal Expanded Services fiscal tracking and other complex fiscal accountability processes.
This consultant will also provide the fiscal related technical support for the application for the anticipated release of the MHSA funded No Place Like Home Bond (NPLH).
An NPLH Technical Assistance (TA) Grant has been awarded to the BH Dept. to provide funds eligible to be used for offsetting the cost of consultants and other administrative costs associated with the work required for submission of a NPLH Bond application and the project reporting requirements. Some of those NPLH, TA grant funds were integrated into this contract last year, but were not been spent as the NPLH Bond application process is delayed due to a law suit challenging the use of MHSA Funds for the NPLH Bond.
