BACKGROUND/SUMMARY:
In March 2006 the County entered into a contract with JBI to assist in identifying cost recovery opportunities for federally mandated programs that the county is providing at local cost. One program that was identified is the State Criminal Alien Assistance Program (SCAAP) wherein the County is reimbursed for housing undocumented criminal aliens who have been convicted of a felony or two misdimeanors and who have been incarcerated for a minimum of four (4) consecutive days. JBI gathers the inmate data along with agency financial information then prepares the appllication for the County to submit pursuant to requirements of the Bureau of Justice Administration.
SInce the inception of the program, the county has received $786,808. JBI received 22% of the recovered amount totalling $173,097.76 for a net of $613,710.24. Although federal funding during these times is
uncertain, and the number of qualifying inmates has declined, staff will continue to submit applications with the help of JBI in an effort to recoup all possible costs.
