Request Approval of Contract Amendment #5 in the amount of $339,009.00 for CSG Consultants for the period of May 9, 2018 through June, 30 2019, to continue providing program management and technical assistance support for the Integrated Waste Management (IWM) program.

BACKGROUND/SUMMARY:
The Resource Management Agency manages an enterprise fund that includes the IWM Regional Agency Joint Powers Authority (County, Hollister and San Juan Bautista) scope of work and landfill management and non-franchise collection services work activities. The IWM Regional Agency (RA) has a Cost Sharing Agreement that requires the County to be reimbursed for Regional Agency costs; the cost reimbursement formula is based on population and the County is currently reimbursed for 67% of costs.
The County is required to staff the IWM program and complete specific tasks per the Cost Sharing Agreement; notably, the County is to report to the state agency CalRecycle on AB 939 compliance and other solid waste/hazardous waste regulatory requirements. The IWM program also monitors landfill agreement compliance, franchise agreement compliance, non-exclusive franchise agreements, state C&D recycling requirements per CALGreen code, Household Hazardous Waste (HHW) requirements/events, public education/outreach, AB 2020 programs, and grant projects and grant administration.
The proposed contract amendment #5 is requesting additional funding to complete ongoing work through FY2018-19. The proposed funding covers strategic technical assistance services for one-time critical projects such as managing the franchise agreement transition to and rollout of new franchised collection services, revising the JPA Agreement to address governance deficiencies, revising the non-exclusive franchise agreement and transport agreements to coincide with the new Franchise Agreement, and conducting a local processing/transfer infrastructure needs assessment.
