Discuss the general operations of the ambulance service in San Benito County by the contracted service provider American Medical Response (AMR) in response to a public complaint.

BACKGROUND/SUMMARY:
San Benito County is responsible for providing ambulance service to the entire county including the two incorporated cities of Hollister and San Juan Bautista. The County provides this service through the Office of Emergency Services' (OES) Emergency Medical Services Division (EMS). EMS currently manages a fire year contract with American Medical Response (AMR) to handle all 911 Emergency Ambulance response and transportation.
At the March 27th Board of Supervisors meeting, a concerned citizen spoke regarding the manner in which AMR personnel were using a ambulance in a non emergency situation. This agenda item serves as an opportunity to discuss the complaint and provide a written reminder to AMR regarding proper use of ambulances.
