BACKGROUND/SUMMARY:

California Government Code Section 25372(a) authorizes the Board of Supervisors to donate any real or personal property that the Board declares to be surplus to any public agency and to certain 501(c)(3) tax exempt organizations listed in Gov. Code Section 25372 subdivision(b) that provide health or human services.  The Health & Human Services Agency (HHSA) has a 1999 Dodge Caravan that has in excess of 150,000 miles and is currently not being used by the department.  It has been the intention of the department to surplus this vehicle in this fiscal year. HHSA has been approached by Community Homeless Solutions (CHS) seeking donation of the vehicle to them for use at the HOME Resource Center.   In addition to providing meals and overnight shelter, the HOME Resource Center provides daily transportation for its clients to and from the center.  The number of residents using the center has grown and the need for additional vehicles has become an issue.  CHS would like the opportunity to use this vehicle in support of the County's commitment in the operations of the center.  CHS is a 501(c)(3) tax exempt organization and they would continue to use the vehicle for the benefit of the homeless community in San Benito County.

STAFF RECOMMENDATION:

1)  Adopt Resolution declaring the 1999 Dodge Caravan fixed asset, license plate #1112208 as surplus property and finding that donation of said vehicle to Community Homeless Solutions will serve a public purpose;

2) Authorize the Public Works Administrator to execute all documents necessary for the transfer of title of said vehicle to CHS;

3)  Direct the auditor to remove the surplus vehicle from the capital assets list upon report of ownership transfer from having been completed.
