Approve a Memorandum of Understanding (MOU) between Health & Human Services Agency (HHSA) and Disctrict Attorney (DA) for Fraud Investigation and Prosecution Services for the period of April 3, 2018 through June 30, 2023; the District Attorney and HHSA have agreed to the attached MOU wherein the HHSA will transfer and fund ($175,400) one FTE - Fraud Investigator, one 2008 Chevy Impala and $7,500 in training funds ($182,900 per fiscal year) to the DA for the purpose of providing Welfare Fraud investigative activities.
HHSA will decrease their allocated positions by one FTE and the DA will increase the allocated positions by one FTE.

BACKGROUND/SUMMARY:
The HHSA currently has a vacant Fraud Investigator position. Per State Department of Social Services Manual of Policy & Procedures (MPP 20-007.112) "CWDs with a CalWORKs caseload of less than 1,000 may maintain an SIU. Counties with less than 1,000 cases which do not maintain an SIU shall designate one employee to be responsible for referral of suspected fraud cases to the prosecuting authority for investigation and for coordination and cooperation with CDSS." HHSA has determined that the CalWORKs caseload is below 1,000 and that it would be in the best interest of clients and the County to transfer the activities of the SIU to the prosecuting authority - DA.
The DA and HHSA have agreed to the attached MOU wherein the HHSA will transfer and fund ($175,400) one FTE - Fraud Investigator, one 2008 Chevy Impala and $7,500 in training funds ($182,900 per fiscal year) to the DA for the purpose of providing Welfare Fraud investigative activities.
