BACKGROUND/SUMMARY:
Ever since completing the River Parkway Master Plan several years ago, the County has been working with their partners at the San Benito High School District and City of Hollister on acquiring property and implementing the first phase of this proposed project. Upon execution of the multi-agency agreement between these three agencies early last year, staff has been working on the design of the proposed Regional Park Access Road.
The plans and specifications for this project are now complete and presented for your approval and authorization to advertise for bids. Bids will be due on April 25 and are scheduled to come back to your Board for award on May 8. Construction would begin by June and last for several months.
Also for your approval is an MOU with the Sunnyslope County Water District for reimbursement of costs associated with the construction of their water pipeline under the new County road. They have prepared their own plans which are included in our bid documents as a separate bid item. With this approach, one contractor will perform the work and it will eliminate any redundant work and allow for a shorter overall construction schedule. Sunnyslope will fully reimburse the County for all costs related to their portion of the project, including any of our consultant's additional time.
A contract amendment for the County's consultant, Mesiti Miller Engineering, is also included to cover the additional scope and fee required for coordinating with Sunnyslope's portion of the project. The amendment is for $15,570 and will be reimbursed as necessary under the MOU with Sunnyslope.
Finally, Resolution No. 2018-__ and the roadway easement documents are submitted for your consideration. The proposed Resolution would approve the form of the permanent easement grant and delegates authority to the RMA Director to accept and record it, for and on behalf of the County of San Benito, once the San Benito High School District executes and delivers the easement grant on the approved form.

1. Adopt the plans and specifications for PWB-1801 River Parkway Phase 1 (Regional Park's Access Road) project;
2. Authorize the advertisement for bids;
3. Approve MOU with Sunnyslope County Water District for cost reimbursement of the construction of a water pipeline below the Access Road;
4. Approve contract amendment #1 for Mesiti Miller Engineering in the amount of $15,570 for inter-agency coordination efforts for the Access Road; and
5. Adopt Resolution No. 2018-__, approving the form of the road easement grant for the Access Road, and authorizing the RMA Director to accept the grant of easement, for and on behalf of the County of San Benito, and authorize its recordation, once the San Benito High School District executes and delivers the easement grant on the approved form.
