BACKGROUND/SUMMARY:
Following the Resource Management Agency’s search, review of detailed submittal packages, and oral interviews, the RMA Director has selected a candidate for the RMA's Administrative Services Manager, negotiated terms and conditions of employment and is recommending the appointment of the candidate at Step E for the Board's consideration.
As the Board is aware, the Administrative Services Manager is a critical position in the RMA. The position is a technical one that has been difficult to fill, and as a result has been vacant for nearly 10 months. This position will be the lead on identifying new revenue sources, finding and obtaining grant funding, and ensuring timely reimbursement of funded expenditures. This is an area that the RMA has struggled with in the recent past. This has resulted in delayed reimbursement of funding and the risk of losing federal funding for road projects due to inactivity. The candidate has significant experience with grant funding and managing project budgets to ensure timely reimbursement and successful audit results.
Appointment at Step E of the salary range is recommended in this case as it is commensurate with the candidate's education and experience. Additionally, this range is the same as his most recent salary and will not constitute a reduction in pay.
Prior to coming to San Benito County, the applicant has nearly 20 years of public sector experience. This experience is primarily in administrative roles including finance, human resources, and park management. Some of the roles held by the candidate include Director of Finance and Administration for a Housing Resource Center, Assistant Director (Administrative Services) for a County's Public Health Department, and Deputy Director of Parks. The applicant's experience is directly in line with the duties and needs of the RMA. This will enable him to hit the ground running at this important time as we develop the budget for the next fiscal year.
Additionally, the applicant has a Bachelor’s degree in Political Science and a Master’s degree in Public Policy and Administration.
