Approve Amendment #1 to the Whole Person Care Memorandum of Understanding with Plumas and Mariposa Counties.

The Whole Person Care (WPC) Pilot Program and creation of the California Small County Collaborative (CSCC) was approved by your Board on May 23, 2017.  As a follow up item to the creation of the CSCC a Memorandum Of Understanding (MOU) was put into place on September 12, 2017, to delineate the responsibilities of the participating counties (Mariposa and Plumas) and confirm the agreed upon financing stream for the intergovernmental transfers (IGT).  The MOU stated that the County Medical Services Program (CMSP) Governing Board would act as a Third Party Administrator (TPA) providing program oversight and IGT pass thru functions.

In November of 2017 the CSCC determined that the cost of the TPA was extreme and that the CSCC could manage the program with the help of an individual contractor.  The CSCC also decided that the lead county - San Benito - could perform the invoicing, IGT functions as part of the lead entity responsibilities.  Amendment #1 to the MOU changes these responsibility roles and deletes CMSP from the TPA role.

Approve Amendment #1 to the Whole Person Care Memorandum of Understanding with Plumas and Mariposa Counties and authorize the Health and Human Services Agency Director to sign the amendment.
