BACKGROUND/SUMMARY:

The Health and Human Services Agency (HHSA) has for six years, participated in the Internal Revenue Service's (IRS) Volunteer Income Tax Assistance (VITA) program.  The VITA program offers free tax help to people who generally make $54,000 or less, persons with disabilities and limited English speaking taxpayers who need assistance in preparing their own tax returns.

 

 

This grant and matching funds from Community Services Block Grant will fund two part time seasonal positions; the VITA Program Supervisor at $7,752 for 16 weeks, (range 18.1, step C, $23.85 per hour)  and VITA Site Coordinator at $6,348 for 11 weeks, (range 15.1, step C, $20.59 per hour).  The job specifications for these part time seasonal positions are attached.  The tax preparer's are volunteers that have met the IRS qualifications for the program. There is no impact on the County General Fund.

STAFF RECOMMENDATION:

1:  Adopt part time seasonal job descriptions for VITA Program Supervisor at range 18.1 and VITA Site Coordinator at range 15.1.  These positions are temporary to last from November 15 through April 30 annually.

2.  Add positions and wages to the Class Title and Pay Plan as specified in staff report.
