Approve In-Home Supportive Services Public Authority Rate Change Package; and adopt Resolution authorizing acceptance of contract and receipt of, No Place Like Home Program Technical Assistance Grant Funds.

The Board of Supervisors will adjourn as the IHSS Public Authority and reconvene as the Board of Supervisors to regular session.

The In-Home Supportive Services (IHSS) Public Authority (PA) is required to submit a rate change package to the State Department of Social Services each time there is a change to provider wages, health benefits or PA administrative costs.

The attached rate change packet reflects the following:

The decrease in the rate is attributed to payroll taxes calculated on FY16/17 actual charges and one less staff position in the program staffing pattern.  The IHSS PA will be working with Human Resources to restore the position of PA Employment Coordinator to provide better management of the Provider Registry.

It should also be noted that the IHSS Maintenance Of Effort (MOE) costs on the Social Services budget are increasing by $267,994 which equates to an increase of $0.35 per hour.  The net result to HHSA funding is an increase of $0.29 per hour, with an estimated 756,550 hours for FY17/18.
