BACKGROUND/SUMMARY:
As your Board is aware, landmark legislation signed in 1999 significantly reformed California's child support program with the establishment of the State Department of Child Support Services, the transition of family support divisions from the Office of the District Attorney to separate local child support agencies, and new mandates for improved services and efficiency, increased collections and statewide automation.
The department provides child support services in compliance with the provisions of Title IV-D of the Social Security Act under applicable law, regulation and policy with oversight by the state Department of Child Support Services. Section 111110, Title 22, of the California Code of Regulations requires that the State Department of Child Support Services shall annually develop and enter into a State/County Plan of Cooperation with each local child support agency to establish clear and consistent duties, functions and responsibilities.
The attached Plan of Cooperation (POC) for Federal Fiscal Year (FFY) 2017/18 includes the State Department's and the Local Child Support Agency's responsibilities with regard to case management, training, audits, outreach, program performance, fiscal administration, information security and privacy protection, federal grants, civil rights, and non-compliance.
It is, therefore, RECOMMENDED that your Board approve the 2018 Plan of Cooperation between the California Department of Child Support Services and the San Benito Department of Child Support Services and authorize the Director of Santa Cruz/San Benito Regional Department of Child Support Services to sign on behalf of the County.
