BACKGROUND/SUMMARY:

The mosquito-borne Zika virus emerged in 2016 as a public health threat in California and the U.S.  It is a virus spread by mosquitoes and through sexual contact causing severe birth defects, Guillian-Barre syndrome and possibly other, unknown effects on humans. It is a mandated a reportable infectious disease to the California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Local health jurisdictions have been charged by the CDPH and CDC with monitoring Zika virus activity in the local population, developing screening tools, working with health care providers to determine the need for testing, investigating cases, working with local vector control, reporting to CDPH and CDC and working with the public and individuals to prevent the spread of the disease as well as linking  infected pregnant women to resources. CDPH offered California counties grants to supplement local health jurisdictions, San Benito was awarded $27,273.00 from Public Health Foundation Enterprises, Inc.  Since the grant covers the last four months of the 2016-17 fiscal year, a $12,132.80 budget augmentation is warranted.

STAFF RECOMMENDATION:

1.  Board authorize the acceptance of grant funding from Public Health Foundation Enterprises Inc. for $27,273.00.  

 

2.  Board approve the agreement with Public Health Foundation Enterprises Inc. in the amount of $27,273.00 for the term of March 1, 2017 through July 31, 2018 and authorize the Director of HHSA to sign the Agreement.

 

3.  Board authorize and approve a budget augmentation (4 months of current fiscal year) of $12,132.80 to the 2016-2017 HHSA/Public Health budget. (Remainder of funds will be built into 2017-2018 FY budget.) (4/5 vote)
