BACKGROUND/SUMMARY:
The applicant proposes a tentative parcel map to subdivide an existing 26.37-acre parcel into two parcels, one a 21.25-acre lot containing the site’s existing main dwelling and the other a 5.11-acre lot with the site’s existing accessory dwelling unit. No further construction is currently proposed but potential exists for minor future construction. The lots would be served by an existing septic system on each parcel and by a shared well found on the larger lot, in addition to direct driveway access to Acquistapace Road.
The project site is a 26.37-acre property with one residence and an accessory dwelling located on level agricultural land near the confluence of Arroyo de las Viboras and Arroyo Dos Picachos into Tequisquita Slough, a location placing the site in 100-year flood zone. The property is located at the western end of the physically constructed and publicly accessible portion of Acquistapace Road, which branches off the Fairview Road–Comstock Road intersection one half-mile east of this site.
This location is designated as Agriculture (A) by the County General Plan and Agricultural Productive/Flood Plain (AP/FP) by the Zoning Ordinance. The FP zoning designation requires attention to flood zone hazard and defines standards for future building construction to follow, although no such construction is presently proposed. The proposal qualifies for Categorical Exemptions under State CEQA Guidelines Sections 15303 (Class 3, New Construction or Conversion of Small Structures), 15304 (Class 4, Minor Alterations to Land), and 15305 (Class 5, Minor Alterations in Land Use Limitations).
