OFFICE OF EMERGENCY SERVICES - K. O'NEILL

Kevin O'Neill will give an update on the flooding in San Benito County.

COUNTY ADMINISTRATIVE OFFICE - R. ESPINOSA

The County Administrative Officer, Ray Espinosa, will give brief opening remarks on what the Board of Supervisor's Retreat is.  He will also give a brief summary of last years Board Retreat.

Discussion of San Benito County road and bridges. Discussion items will include but are not limited to: Roads; Bridges; J.S. Realignment; Roads funding; Short and long term goals; Landfill out-of-county transfer of waste.

4.

Discussion of next steps in the Jail project.  Discussion topics will include but are not limited to: CCP outcome; Contracting out pre-construction phase services; Future operational costs; Old jail CIP; ADA compliance; 5150 beds and Behavioral Health paying a portion of costs for beds; Maintenance costs.  Discuss, and if desired, approve contract with Vanir Construction Management Inc. to implement cost containment mechanisms in relation to the Jail project, including pre-bid review of plans, contractor pre-qualification, development of a project management plan, bid solicitation, and pre-bid conferences.

Report out from the Marijuana Ad Hoc Committee and presentation from Victor Gomez.

UCCE San Benito County - Lynn Schmitt-McQuitty

Authorize 4-H members to perform volunteer service day for the County of San Benito, completing outside cleanup of County property on Southside Road where the 4-H offices are located, and Authorize CAO to approve cleanup in future years.

Discussion of funding for San Benito County infrastructure projects.

8.

Discussion of Solar/Graywater Ordinance. Presentation by Ashu Jain, Senior Manager of Opterra Energy Services.

9.Discussion of Animal Control and the relationship with the city of Hollister.  Management analyst, Louie Valdez, will provide analytical data.  Full statistical data for all new contracts will be provided.
10.Discussion of Board of Supervisor agendas.  The discussion will be in regards to who has legislative authority to place items on the Board of Supervisor's agenda.
11.Discussion of Information Technology Department's five year plan.
