Continued discussion regarding proposed Unincorporated Sale Taxes. Discussion may include but not be limited to length of the proposed sales tax, the percentage amount of the sales tax, whether the sales tax should be a general or special tax, language of a potential advisory ballot measure, and education/outreach efforts. Also, discussion of public financing options of Capital Improvement Projects including Certificates of Participation (COP), Bonds and other available debt financing options.

BACKGROUND/SUMMARY:
This matter may be discussed at the June 22, 2016 Special Board of Supervisors meeting. To the extent that the issues are not resolved on June 22, 2016, the Board of Supervisors is requested to determine:
a) Whether to proceed with a proposed sales tax
b) Length of the proposed sales tax
c) Amount of the proposed sales tax
d) Whether the sales tax should be general or a special tax (50% vs. 66.66% voter approval)
e) Whether an advisory question should be placed on the ballot if a general tax is proposed and if so, what should the advisory ballot measure indicate as to the proposed uses of the sales tax.
f) Education/outreach efforts.
The deadline for a measure to be adopted by the Board of Supervisors is August 12, 2016.

STAFF RECOMMENDATION:
It is recommended that the Board of Supervisors:
1. Provide direction to staff on the proposed sales tax measure, and if desired, direct that staff bring back proposed sales tax measure, and proposed ordinance for a first reading of the ordinance the July 26, 2016 Board of Supervisors meeting.
