Approve 2nd Amendment to the legal services agreement with the law firm of Meyers, Nave, Riback, Silver and Wilson, to increase the compensation due under the contract by an additional $50,000.

BACKGROUND/SUMMARY:
The current agreement is for legal services related to the negotiation and acquisition of right-of-way for the Hospital Road Bridge and Union Road Bridge projects. The existing contract is in the amount of $220,000 ($50,000 for orginal contract and $170,000 for the First Amendment). Amendment No. 2 would add an additional amount, not to exceed $50,000.
The amendment provides for legal services related to the eminent domain cases filed regarding the Hospital Road Bridge contract. The cost of legal services will be paid from project funds.
The additional expense is due to the need to find the heirs and potentially proceed with Eminent Domain proceedings involving the "gap parcel" which was discovered, as a result of a title search and land survey, to be separate from the neighboring parcels.
