BACKGROUND/SUMMARY:
The County was assisted by outside counsel regarding processing the EIR and project entitlement documents. The Board of Supervisors has certified the EIR, adopted the General Plan Amendment, Specific Plan, Zone Change and entered into a Development Agreement with the property owners. Following approval of the initial project entitlement measures, the County is in the process of implementing various measures that were required as conditions of project approval and/or the Development Agreement, such as the formation of a GHAD and CFD. This Amendment provides scope of work and budget for Miller Starr Regalia's continued representation of the County in connection with the implementation of these required conditions. This amendment for $35,000.00 will increase the overall budget to $320,000.00, and will be funded by the project's developers, subject to the reimbursement agreement.

1. Approve the amendment to the contract with Miller Starr Regalia, in an amount not to exceed $35,000.00, for a total contract amount not to exceed $320.000.00, for legal services regarding the San Juan Oaks project, and authorize Chair Rivas to sign the contract amendment.
