Approve Budget Transfer of funds from the Emergency Medical Services (EMS) budget into the OES budget in the amount of $103.731.00.

BACKGROUND/SUMMARY:
In October of 2015 the Office of Emergency Services (OES) purchased a vehicle using grant funds from the Department of Homeland Security (DHS). Since October, an executive order from the President of the United States was made to regulate the purchases of vehicle using DHS grant funds. This order was made retroactive and effected the grant purchase by OES.
In December of 2015, the Board of Supervisor approved the re-organization of EMS to fall under OES, essentially merging the two offices. Since the re-organization, the EMS budget as been optimized to save $200,000 annually and which included making up a short fall of approximately $70,000.
Through these cost savings OES proposes transferring funds to from EMS to OES to cover the expense of the vehicle at an amount of 34,3577
