Approve Amendment #4 to the Contract with California Forensic Medical Group for Health Care Services to the County Jail and Juvenile Hall to as follows: Extending the term of the contract to June 30, 2017; changing the CPI index to the All Consumers-West Urban Region-Medical Care from All Consumers-San Francisco-Oakland Region; and increase the monthly payment and per diem price by 3.71% to $84,500.54 from $81,500.54 and $4.28 from $4.13 respectively.

BACKGROUND/SUMMARY:
The Sheriff's Office/Jail, together with Probation/Juvenile Hall, is seeking to extend the contract date with California Forensic Medical Group (CFMG) to June 30, 2017 from June 30, 2016 for health services. Both agencies have collaborated on a Request for Proposal; however, the delay with the jail expansion has made it difficult to evaluate how or if the remodel of the current medical space will affect the scope of services. Additionally, the new juvenile hall superintendent is evaluating current practices and identifying needs for his division.
In addition to modifying the expiration date to June 30, 2017 from June 30, 2016, other modifications are as follows:
Pursuant to Section 3.02 of the original agreement, the base price adjusts on July 1 of each year based on the Medical CPI of the San Francisco-Oakland Region from February of the past year to February of the current year. The Bureau of Labor Statistics no longer reports Medical CPI information for this area; therefore, Section 3.02 is being modified to substitute the All Consumers - West Urban Region - Medical Care CPI index in place of the San Francisco-Oakland Region.
Based on the West Urban Region - Medical Care CPI index, the statistic for the fiscal year 2016-2017 starting July 1, 2016 is 3.71%. The monthly payment will adjust July 1, 2016 to $84,500.54 from $81,500.54, an increase of $3,000 per month.
The per diem rate, which is charged if the average population of the adult and juvenile populations exceeds 140 on a quarterly average, will adjust to $4.28 from $4.13, an increase of $0.15.
