BACKGROUND/SUMMARY:
The Department of Health Care Services (Mental Health Div.) was mandated by Court Order to provide Therapeutic Behavioral Services (TBS) for Medi-Cal beneficiaries under the age of 21 who meet medical necessity criteria for TBS. DHCS has contracted with the County to be the designated Mental Health Medi-Cal Managed Care Plan for San Benito County Medi-Cal beneficiaries. The County Behavioral Health Department must in turn fulfill the TBS mandate. In reviewing our options to provide the mandated services when San Benito County children are placed in Shasta County group homes, we find that Remi Vista Inc. has the experience and staff resources to provide TBS on our behalf.
TBS is a service for children/youth under the age of 21 thru the Early and Periodic Screening, Diagnosis and Treatment Program (EPSDT) as a Medi-Cal eligible benefit. TBS is an extended contact with a child/youth by a trained staff person in response to, or to prevent imminent life crisis.
TBS staffs are made available on site to provide, during designated time periods, individualized behavioral interventions and provide structure and support to meet client needs. These services are funded thru realigned EPSDT Medi-Cal revenues and Fed. Medi-Cal match. Service requests are unpredictable for this mandated service, so forecasting of future utilization is difficult. The duration and frequency of the necessity for the use of TBS will vary according to the prescriptive needs of the client requiring the service.
