Approve Lease Agreement with K&S Marketing, Inc. for Office Space for the Public Health and Environmental Health Divisions of the Health & Human Services Agency (HHSA) located at 351 Tres Pinos Road, Suite A-202 and C-1 for a four year term of July 1, 2016 through June 30, 2020; and authorize the Chair to sign.

The Public Health Division (PH) of HHSA is currently housed in the county owned facility located at 439 Fourth Street.  PH has outgrown this facility and is not fully staffed.  In efforts to continue to serve the public as mandated and do so in a efficient manner, a larger facility is needed.  This need has been substantiated by the County's facilities committee and adequate facilities have been located.

The Environmental Health (EH) unit of PH also faces some challenges with its location.  Currently housed at 1111 San Felipe Road, EH has issues with parking space needed for inspection of large vehicles and storage.  The facilities committee agrees that EH will greatly benefit from the new location.

HHSA is requesting to lease space located at 351 Tres Pinos Rd in suites A-202, for PH (includes a storage space of 692 sq.ft.) and C-1 for EH. The leases will be for four years with the option to renew the lease for four more years, on a year by year basis. The land lord is offering the first three months of the A-202 suite at zero base rent. These leases will begin on July 1, 2016.

There will be renovation and other one time costs associated with this move and RMA will be doing the necessary bidding processes for the work and services. 

HHSA staff have done preliminary cost analysis and are confident that PH and EH have adequate fund balances for this request and have incorporated these expenditures into the FY16/17 requested budget.
