Approve multi-year lease agreement with Avatel Technologies for the upgrade of the telephone system at the county jail.

The Sheriff's Office - Corrections Division currently contracts with Avaya, Inc., a subsidiary of Avatel Technologies for the maintenance of their multi-line telephone system.  The current system is end-of-life and therefore replacement parts/phones are no longer available.  The division has chosen to enter into a 5 year lease for the equipment rather than purchase the system outright.  The new system includes 12 new digital phones, 8 incoming lines, voice mail, auto-attendants, should the jail choose to use this feature, and music-on-hold.  

For the life of the lease agreement, maintenance of the system will be included.  The agreement includes 24/7 coverage hours, 365 days a year, on-site maintenance support, and parts and materials replacement.  

Currently the maintenance cost is $115 per month.  The new cost for the lease/maintenance is $245.  This has been budgeted in the Sheriff/Corrections FY 2016-17 requested budget.  

1).  Approve multi-year lease with Avatel Technologies for the telephone upgrade at the county jail; and

2). Approve the maintenance agreement with Avatel Technologies for the telephone system at the county jail; and

3).  Authorize this Sheriff or his designee to sign the lease agreement and service plan.
