BACKGROUND/SUMMARY:
On April 26, 2016, the Board of Supervisors adopted a Resolution imposing a new Library Facilities Impact Fee. Library fees generated from the fee program are to be used to fund land acquisition, building construction, book collection, furnishings and computer equipment for the planned, library construction and/or expansion and relocation of the existing library. On the same date, the Board accepted introduction of the attached ordinance, which was continued to today's date for adoption.

It is recommended that the San Benito County Board of Supervisors:
1) Find adoption of the ordinance exempt pursuant to Section 15273 of the California Environmental Quality Act (CEQA) guidelines, as the library impact fees are necessary to maintain services within existing service areas; and
2) Adopt Ordinance 2016-____, adding Article XIV to Chapter 5.01 of Title 5 of the San Benito County Code Pertaining to Library Facility Impact Fees.
