Receive an information presentation regarding Community Choice Energy and the viability of establishing a local Community Choice Energy Agency. The presentation will cover what Community Choice Aggregation is, why a community may consider investigating it, and the benefits of such an Agency for the local community. BACKGROUND/SUMMARY:

The Monterey Bay Community Power project was formed in 2013 and is a region-wide collaborative with 21 local government partners within the greater Monterey Bay area, including Monterey bay Unified Air Pollution Control District. AB 117 allows counties and cities to pool their electricty load in order to purchase elctricity or invest in energy projects and program for local residents and businesses as alternatives to the existing utillity provider, PG&E. Each of the 21 participating agencies passed resolutions for participation in 2013 that also authorized a each jurdisdication to appoint a member to the Project Development Adivsory Committee (PDAC), who oversees investigation.

 

PDAC appointed the County of Santa Cruz as lead agency to raise funds and provide staff.

 

Gine Johnson, from the Office of Supervisor Bruce McPherson of Santa Cruz County, will provide a short informational presentation regarding Community Choice Aggregate, and why San Benito County should consider being part of such an Agency and this project.

 

Given the complexity of this topic and additional questions the Board and Public may have, Santa Cruz and San Benito County staff recommends a study session or workshop in addition to this presentation that focuses solely on this topic.

STAFF RECOMMENDATION:

It is recommended that the Board of Supervisors:

  1. Receive the information; and
  2. Consider a workshop specific to the Community Choice Energy topic for the public and elected officials in San Benito County in order to provide further information; and
  3. Provide staff further direction for other information needed; and 
  4. Direct staff to place this item on a future Board agenda, prior to October 31, 2016, for adoption or rejection.
