BACKGROUND/SUMMARY:
This contractor provides assistance to our County and other counties throughout the State to meet the State Dept. of Health Care Services (DHCS), Mental Health requirements for completion of the Mental Health Services Act (MHSA) plans, annual renewals, other grant applications and special project evaluations and data collection and analysis components. The contractor also provides assistance with compliance with Mental Health and Substance Abuse program Quality Improvement projects, Program Compliance, Cultural Competency requirements, State required data collection/analysis, and other projects related to State mandated requirements. This contractor has the expertise to assist our department with the design and implementation of program expansions required by the MHSA and annual Federal and State required Managed Care Performance Improvement studies. The State DHCS requires all counties to produce complex data studies that will meet the requirements for MHSA and MediCal Managed Care reporting of Performance Outcome Measures. Also through this contract the contractor provides the Beh. Hlth. Dept. access through a multi- county collaboration to a subscription to “Relias” on-line learning resources. This arrangement allows the department to access those resources at a substantial reduced subscription rate. The contractor is also our principle grant writer and has provided grant required outcomes evaluation data collection and reporting for our grant projects. The grant funding pays for the contractor’s involvement in fulfilling grant related project evaluation obligations. This contractor is recognized statewide and nationally for the expertise that her organization possesses in the processing and analysis of statistical information utilized in the production of performance outcome studies as well as a long history of experience in the successful application for and implementation of grant funded and other special projects.
The cost for this contractor is offset through grant funding and MediCal reimbursement that we claim to offset 50% of the cost of all Quality Improvement functions this contractor provides. This contractor has been utilized by our department and in the past by the County’s administrative department for various special projects.
