BACKGROUND/SUMMARY:
Background on Transaction and Use Tax:
The Council of Governments adopted Resolution 2016-01 requesting that the Board of Supervisors of San Benito County call a special election for the consideration of a transactions and use tax measure on the June 7, 2016 ballot and consolidate the special election with the primary election.
The transactions and use tax measure is a one half of one percent (0.5%) tax for transportation projects as detailed in COG Ordinance 2016-01, the Council of San Benito County Governments Transportation Expenditure Plan and Transactions and Use Tax Ordinance (attached).
Current Issue:
Supervisor Botelho has been contacted by Aromas residents concerned with the expenditure plan for the sales and use tax revenue. The concern has been focused one road listed in the expenditure plan. Currently, the expenditure plan provides that the list of projects, "may include but not be limited to" "the realignment of Anzar Road, Aromitas & Carr Road." Constituents are concerned about the realignment of Aromitas Road.
The inclusion of this project on the list of potential projects does not constitute approval of the project. Before this project would be able to proceed, it would require further Board of Supervisors action and full CEQA review.
Nonetheless, the Board is requested to adopt the attached proposed resolution, which would request COG remove Aromitas Road from the list of proposed projects to be funded by the transaction and use tax revenue should the measure be approved by the voters, and from any current list of proposed projects.
