Discuss and provide direction regarding the office hours for the Tax Collector Treasurer's Office; and potentially Adopt Resolution to set  a revised office schedule.

Upon review of countywide office hours by your Board on December 1, 2015, this item is being brought back for discussion and direction, as requested. Administration is seeking direction from the Board on the preferred office hours for the Tax Collector/Treasurer Office (the Office)  in order to continue to serve public tax needs throughout the year. Upon discussion and selection of the Board’s preferred office hours, the schedule will be fixed by the Board through Resolution 2016-____, as prescribed in Government Code Section 24260.

Currently, the Office has six full-time FTE’s available, five of which are filled and one vacant. The increase to six positions brings the office back to its pre-recession workforce. Prior to the recession and furloughs, the Office was open Monday through Friday from 8 am to 5 pm, approximately 45 hours a week for the public. Since 2013 the hours were reduced to 24 hours per week - Monday through Thursday 9.a.m to 4p.m. and closed for a one hour lunch period.

Administration has provided several options for Board consideration, which include leaving the existing condition, opening the office back to “pre-recession” hours, Option 2, and other options summarized in the table below:

Please note that changing office hours beyond 5:00 p.m. would require to be brought back to the Board of Supervisors after notice to the Union if the change in office hours would affect represented employees. 

It is recommended that the Board:

1. Receive input from Administration and the Tax Collector regarding feasible coverage options; and
2. Discuss and recommend the preferred hours for the Tax Collector Treasurer's Office; and
3. Adopt Resolution 2016-____ and authorize the chair to sign.
