CONSENT AGENDA

BACKGROUND/SUMMARY:

The San Benito County Health and Human Services Agency, Community Services and Workforce Development has been successful in securing a non-entitlement Emergency Solutions Grant (ESG) with the City of Salinas in the amount of $190,000 for the period of December 19, 2016 through December 19, 2017.

This grant is to benefit our homeless community for the operations of this year's Warming Shelter and for Rapid Re-housing activities. A total of $100,000 is for the operations of the Warming Shelter. The shelter opened on December 3, 2016 and will run through March 31, 2017. The County is leasing up to 10 rooms from the Farm Labor Association (FLA) to serve up to 40 homeless individuals at the San Benito Migrant Labor Camp. Additional rooms will be made available if there is an overflow. The program provides transportation, meals, shelter, security services and supportive services among other activities.

The remaining $90,000 is to provide Rapid Re-housing activities to help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds will provide for a variety of assistance, including: short-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.

The budget adjustment was requested and approved in November as part of the Warming Shelter Program authorization.
