BACKGROUND/SUMMARY:
Resource Management Agency is working to establish online payment processing in part of implementing the new Accela Permit Software. The implementation team has advised the County most users utilize the PayPal Payment Adapter Interface to ease implementation time and achieve cost savings verses creating a new interface with other payment solution vendors. The Payflow Gateway Services Agreement describes several services available. As set forth in Schedule 1, PayPal Payment Solutions to be used are Payflow Link, as well as Advanced Fraud Protection, Buyer Authentication and Recurring Billing Services, which will cost the Resource Management Agency $30 per month and .30 per transaction. Users will be charged a convenience fee of 2.2% for MasterCard, Visa, Discover and 3.5% for American Express. This service will be a month to month service, which the County can terminate for convenience at any time, and it is considered a "Click-Through" agreement where all users agree to terms and conditions per transaction.
