BACKGROUND/SUMMARY:

San Benito County Behavioral Health (SBCBH) proposes to initiate a contract with Sun Street Centers for the provision of a Women’s Sober Living Environment (SLE). Sun Street Centers is an organization that has a history of operating SLE facilities, also licensed residential and outpatient substance abuse treatment programs in Monterey County. SLE’s provide 24 hour safe, residential housing in a setting that is free from alcohol and other drugs. SBCBH originally sponsored creation of an SLE in Hollister as part of a previous award of a CalEMA Grant to implement an Aftercare Treatment Services (ATS) project targeted to serve ex-offenders, many of whom have drug abuse problems and are on early release from State Prisons through AB109. The grant project recognized the need to provide these individuals SLE services. Although the Grant Project funding for this SLE project ended, the Behavioral Health Department continues to fund the project with other sources of department funds and also County AB 109 funds. The SLE project has proven to be a valuable resource that has provided supervised housing for the high risk and homeless AB109 population. Consequently the San Benito County Community Corrections Partnership also agreed to provide AB109 funds to assist with the funding of SLE’s in Hollister.

 

This contract will allow for the purchase of SLE beds for women and in some cases their accompanying children. The Women’s SLE is a new and separate residence from the Men’s SLE. This new resource addition will allow for a local placement option for women needing this level of supervision when mandated by our local Child Protective Services as well as women mandated to this care level by Probation and the Court system. The Behavioral health Department will utilize CPS funding and AB-109 funding to pay for the additional placement beds acquired through this proposed contract. In addition to the 6 beds acquired through our previously board approved Men’s SLE contract, we will now have another 6 placement beds available at the Women’s SLE (total of 12 local SLE beds in our community).

 

OTHER AGENCY INVOLVEMENT: Clients typically access the SLE through referral from the agencies involved in the CCP and CPS with authorization for bed day use through the Behavioral Health Department, Substance Abuse Division

STAFF RECOMMENDATION:

1)Approve the attached contract with Sun Street Centers, Women’s SLE for a maximum total of $72,000 for the term of January 24, 2017 to June 30, 2017.

      

2) Authorize the Board Chair to sign said contract.
