Approve Waiver of County Personnel Policies & Procedures Handbook Rule 1.H.3 Prohibiting CalPERS Benefits for Temporary Employees and approve appointment of Extra Help Juvenile Institution Officer for Probation/Juvenile Hall who has previously worked as a CalPERS employee in another county.

BACKGROUND/SUMMARY:
The Probation Department/Juvenile Hall requests to hire a Temporary/Part Time Extra Help Juvenile Institution Officer for the Juvenile Hall. This applicant is on a current eligibility list and has gone through the hiring and background process. Since this applicant is a member of CalPERS due to his previous work with another county, CalPERS will require that the County pay for the employer's share of retirement contributions in this new assignment. This action requires Board approval since the current Personnel Rules prohibits the County from paying any retirement benefits.
The employee will be required to pay the employee's share of contribution to CalPERS.
Therefore, the Probation Department is requesting a waiver of County Personnel Policies & Procedures Handbook Rule 1.H.3 prohibiting CalPERS Benefits for Temporary Employees. All costs are budgeted in the Probation Department's FY2016/17 budget.
If retirement benefits are provided to this temporary employee, the County's share of retirement costs would be approximately $6,312/year. In this instance, this would be a general fund expense.
