Request for direction from the Board of Supervisors regarding the option for realignment and/or consolidation of San Benito County Boards and Commissions.

BACKGROUND/SUMMARY:

The Office of the Clerk of the Board is charged with oversight of all San Benito County Boards and Commissions.  While the Clerk of the Board's Office does not have direct responsibility for all 27 groups as it relates to agendas and minutes, the Clerk of the Board is the designated contact individual within the County that must keep track of all appointments to all Boards and Commissions to insure compliance with California Fair Political Practice Commission (FPPC) Form 700 Filing requirements.

 

In addition, the Clerk of the Board has been designated as the staff member assigned to the Fish and Game Commission as well as the Parks and Recreation Commission as part of assigned Management Analyst duties.

 

The Clerk of the Board is requesting direction from the Board of Supervisors regarding the development of proposal to streamline and/or consolidate County Boards and Commissions as follows:

 

1.  Possible consolidation of certain Boards and Commission into a Senior Policy Advisory Council to be chaired by the Vice Chair of the County Board of Supervisors,

 

2. Studying the possible modification of the terms of office for all Boards and Commissions into one uniform length of time such as two, three or four years,

 

3. Consideration of a policy that would allow seasonal recruitment of Boards and Commission applicants so as to provide for orderly consideration of appointments on a quarterly basis when and where possible,

 

4. Consideration of a policy that would direct the Clerk of the Board to provide quarterly reports to the Board of Supervisors of a Boards and Commissions Vacancy List,

 

5. Consideration of a policy that would direct the Clerk of the Board to development standards and guidelines for all Boards and Commissions for the archiving of all Boards and Commissions Meeting Agendas and Minutes.

 

6. Development of a Boards and Commissions Handbook by the Clerk of the Board for consideration by the Board of Supervisors.

 

At the present time, the oversight of Boards and Commissions has remained static for an undetermined period of time and it is our desire to provide an updated approach to this critical management and policy area so as to maximize scare staff resources while maintaining an efficient and responsive level of service to interested members of the community who wish to serve the public via their participation on a County Board or Commission.

 

This is a preliminary discussion item only and decision would require further Board action at a future date.  Additional research will need to be performed to determine as to specific statutory requirements that apply to certain boards and commissions as this may limit some boards/commissions from being consolidated.

It is requested that the Board consider this item and provide direction to staff.
