BACKGROUND/SUMMARY:

The State Department of Health Care Services (DHCS), Substance Use Disorders Services (SUDS) has issued the county previous versions of multi-year SUDS contracts for fiscal years (FY) 2014-15-16-17. The State DHCS typically requires that all counties that enter into the multi-year SUDS contract agreement accept multiple amendments throughout the course of multi-year term of the Contract.

 

Changes to the contract may occur as federal and state funding amounts fluctuate from year to year and even throughout the same year, also as is the case with this 4th amended contract, minor changes to the contract terms and conditions can occur.

 

The primary purpose of this multi-year contract remains the same as in the previous multi-year contract cycles. The acceptance of this amended contract will allow the Behavioral Health Departments-Substance Abuse Program to receive annual allocations from the state DHCS over the term of the contract cycle. Dollar amounts referenced in the contract are subject to change due to budget appropriations from the State and Federal budgets. These contract funds are for the provision of a variety of Alcohol and Drug Prevention and Treatment services. The funds are focused on prevention and treatment services which are the implementation of strategies, programs and initiatives to reduce both direct and indirect adverse personal, social, health and economic consequences resulting from problematic alcohol and other drug availability, manufacture, sales and use. The desired result is to promote safe and healthy behaviors and environments for families and communities. This contract also includes Drug MediCal funded services for treatment services reimbursed through Drug MediCal claiming.

 

OTHER AGENCY INVOLVEMENT: Other County Departments, Schools, the Court System and Detention systems refer clients for substance abuse services.

1) Authorize the County’s Behavioral Health Director to sign Amended Contract Agreement AO4, No. 14-90087 and Certifications with the State Department of Health Care Services, Substance Use Disorders Programs  for FY-2014-15-16-17 and:

 

      2) Adopt the attached Board of Supervisors Resolution and authorize the Chair of the Board to sign said resolution to accept the Amended Contract Agreement AO4, No. 14-90087, with the State Department of Health Care Services, Substance Use Disorders Programs for FY-2014-15-16-17
