Approve Proposal and grant permission for Chief Probation Officer to sign proposal and agreement between San Benito Co. Probation Dept. and Noble Software Group, LLC for $35,650.00 for FY2016-17; and $20,250 annually thereafter, and authorize the Chief Probation Office to execute any necessary amendments to the first year contract, not to exceed $17,497.50 (a 15% contingency).

Noble is offering adult and juvenile implementations of the Noble Assessment Platform to San Benito County as a cloud-based service hosted by Noble.  Noble will provision the Platform with the Static Risk Assessment (SRA) and Offender Needs Assessment (ONA) adult tools, the PACT and PACT Pre-screen tools for juveniles, and attendant case plans.  Also, Noble will provide the Detention Risk Assessment Instrument (DRAI) and Static-99R.  Noble proposes 2 three-day sessions of the Assessment Tool and Case Plan Training; as well as; 2 days of Assessment and Case Plan Refresher Training.   Their quote is based on 22 users with user licenses for 10 Juvenile Institution Officers at no additional cost.  The annual hosting Noble Assessment Platform for 22 users, for both Adult and Juvenile Systems for the first year is $13,237 with a one time contingency cost of up to $17,497.50.  The 8 days of training  is $17,600 and the IRR Site, 44 Users, annual fee is $4,813.  The total cost for the first year is $53,147.50. Thereafter, the cost will be $13,237 for the annual hosting of the Noble Assessment Platform, an annual fee of $4,813 and $2,200 for training, totaling $20,250.   There will be no cost from the general fund as the total cost is being offset by AB109 Funds.

The contract is acceptable to legal counsel, noting however, the venue for any legal action would be in the State of Washington, and there is a limitation on contractor's potential liability for any liability not covered by insurance to the amount paid under the contract.

It is recommended that the Board of Supervisors approve and grant permission for the Chief Probation Officer to sign the attached Proposal and Agreement with Noble Software Group, LLP for $35,650.00 for FY2016-17; and $20,250 annually thereafter, and authorize the Chief Probation Office to execute any amendments to the first year contract, not to exceed $17,497.50 (a 15% contingency).
