Approve contract with Mesiti-Miller Engineering, Inc. for engineering services for the River Parkway project, for the period of September 13, 2016 through June 30, 2017 in the amount of $45,176.00.

The River Parkway has been a long-planned project for the County.  Several years ago, a Master Plan was prepared and it identified that the heart of the River Parkway would be a Regional Park located on the edge of the river and the City.  The creation of this Regional Park is seen as the first step towards the eventual completion of the entire River Parkway.  To that end, the County has previously acquired some property for this use and has been in discussions with other property owners.

 The first step in the development of the Regional Park is the construction of an access road to provide public access to the park.  However, before the road can be built, the proposed route needs to be analyzed and a preliminary design must be prepared.  The firm of Mesiti-Miller Engineering was identified through an RFQ process for road design and was selected to provide preliminary design services for this project.  They will investigate the site and provide several design alternatives for the County to consider.  Once one solution has been agreed upon, an additional contract will be needed to have final construction documents and construction support services completed.

Also on the River Parkway project, Staff anticipates bringing several more items to the Board for consideration in the coming months.  These items include adoption of the project Environmental Impact Report, adoption of the River Parkway Master Plan document, and an agreement for the use of privately-owned property.
