BACKGROUND/SUMMARY:
The County entered into a contract with CSG Consultants in 2015 to provide initial staffing support following the retirement of the Integrated Waste Management Director in January 2015. In May, 2015, your Board approved contract amendment #1, which expanded the duties of CSG and extended the term of the contract to June 30, 2016. On June 28, 2016, the term of that contract was extended (Amendment #2) to June 30, 2017.
As part of the program realignment related to implementation of the Resource Management Agency, staff has identified a range of technical tasks relating to implementation of state mandates for integrated waste management and landfill operations. The additional work that has been identified adds scope to three (3) tasks from the original contract and adds nine (9) new tasks not anticipated by the original contract. Nearly all of the tasks relate to 2016 or early 2017 deadlines. Because of the immediate deadlines and specialized technical nature of this work, it is important to have access to a range of technical skills not available through County staff.
CSG Consultants is available to undertake the identified work, has an excellent working knowledge of San Benito County issues, and has an ongoing working relationship with staff and third party operators. Therefore CSG Consultants was asked to prepare a work scope and task order (not to exceed) budget for the tasks. The proposed work would be funded through IWM funds.

It is respectfully recommended that the Board of Supervisors:
1. Approve CSG Consultants Amendment #3 amending the scope of work of the original contract and increasing the total contract value by $234,030.00;
2. Authorize the RMA Director to exercise a 10% contingency, as necessary, in the total amount of $23,403; and
3. Authorize the Chair to sign Amendment #3.
