Approve Amendment No. 1 to Contract with Rincon Consultants, Inc. for "The Bluffs at Ridgemark" project in the additional amount of $91,198, for the period of July 26, 2016 to completion; approve and authorize the RMA Director a 10% contract contingency in the amount of $9,118, and, if necessary, an amendment for Hexagon to perform transportation impact analysis in the amount of $30,774.

BACKGROUND/SUMMARY:
On January 26, 2016 the Board of Supervisors approved a reimbursement agreement for "The Bluffs at Ridgemark Project". This project requires a third party Initial Study - Mitigated Negative Declaration (IS-MND). The contract item before you will be County managed on behalf of the applicant. All costs incurred will be passed through as stipulated in the current reimbursement agreement.
On March 8, 2016, your Board approved a contract with Rincon Consultants in the amount of $35,634 for preliminary environmental work for the project known as the Bluffs at Ridgemark. As a result of that preliminary work, it was determined that an EIR would be required to properly assess the potential environmental impacts of the project. Rincon consultants was asked to submit a proposal for that work. The additional work scope and cost are the subject of the present Board item.

Staff respectfully recommends that the Board:
1. Approve contract AMENDMENT with Rincon Consultants, Inc. for "The Bluffs at Ridgemark Project in an additional amount not to exceed $91,198, and;
2. Approve and Authorize the RMA Director to execute an amendment to the contract as needed, in the amount of $9,118, a 10% contract contingency and if necessary, an amendment for Hexagon to perform transportation impact analysis in the amount of $30,774, and;
3. Authorize Chair to sign contract.
