BACKGROUND/SUMMARY:
The Behavioral Health Department has been experiencing a shortage of OA-II staffing as an employee has been absent for significant time on FMLA. This employee has now transitioned to County authorized Leave Without Pay Status (LWOP) as an interim step to implementation of the employee’s effective resignation/retirement date, which occurs on November 10, 2016.
The Behavioral Health Department is requesting authorization to recruit and fill this OA-II position allocation as soon as possible. If the position is filled, however, prior to the effective resignation/retirement date of the staff currently occupying that position while on LWOP status, authorization for a position allocation overfill is required, as the absent employee retains the status of occupying the position allocation until the effective employment departure date.
The proposal to fill the OA-II position is a cost neutral proposal as the individual that currently occupies the OA-II position while on LWOP status receives no salary and the realized non-expenditure will be redirected by the BH Department to pay for the cost of a new staff that would be hired to fill this position.
This proposed action has been discussed, reviewed and approved as feasible by County HR.
This action would be funded with available funds from the BH departments approved county department budget and involves no County General Fund expenditure.
