BACKGROUND/SUMMARY:

CSWD requests the submittal of the 2016 Emergency Solutions Grant (ESG) Application in the amount of $230,000 through the Monterey/Salinas/San Benito County Continuum of Care (CoC) to provide Rapid Re-housing services and Emergency Shelter to homeless individuals and families. If funded, we would provide prevention/rapid re-housing and emergency shelter to homeless individuals and families. The proposed services include 1) housing relocation and stabilization services and short-and/or medium term rental assistance as necessary to help a homeless individual or family move as quickly as possible into permanent housing and achieve stability in that housing; and 2) funding to operate the Emergency Winter Warming Shelter.

 

The State Department Housing and Community Development (HCD)released the NOFA on May 16, 2016 with a submission deadline of July 1, 2016. Since San Benito County is a member of the Continuum of Care (CoC), the application process is following the Monterrey/Salinas and San Benito County Continuum of Care (CoC). The CoC held it's ESG Workshop on June 13 with direction to submit the application by June 23, 2016. Given that the process is extremely tight, we are asking the BOS to approve the submittal of this application after it has been submitted to the CoC. The CoC will establish a review committee which will rate and rank the local applications and will make recommendations to the State. If funded, the project will require one staff member and 5 Temporary Staff to operate the program.

Authorize the submission of the 2016 Emergency Solutions Grant (ESG) application through the Monterey/Salinas/San Benito County Continuum of Care (CoC) and authorizing the HHSA Director to accept the grant, if awarded, enter into and execute the grant agreement and any subsequent amendments, and execute other required forms for purposes of administering the grant in the amount of $230,000.
