Approve the contract and licensing agreement between Karpel Computer Systems and the District Attorney's Office in order for the DA to receive a efficient and functional database system.

BACKGROUND/SUMMARY:
The CCP approved funding, approximately $80,000, for the District Attorney to purchase a fully integrated database solution that would solve current efficiency and organizational concerns. This system, PROSECUTORbyKarpel, provides an integrated, fully online and easily accessible database , not only to the District Attorney but other agencies needing review access to file information. The browser based criminal case management program uses .NET and SQL server technology. Some of the benefits the DA will be able to use include Integrated Scanning and Document Generation, redaction/bates numbering, electronic discovery, electronic transfer from police, electronic filing with courts, eDiscovery, Microsoft Outlook court calendaring, sentencing management, evidence and investigation tracking, asset forfeiture, and more.
This system will streamline daily processes in the DA's Office, and other workflow processes that enter and exit out of the DA's Office. This purchase is not a fixed asset because it is a hosted solution from Karpel Solutions. Because it is a hosted solution, County IT staff will not be burdened with workload relating to network backup and other maintenance.

It is recommended that the Board of Supervisors:
1. Approve the contract agreement for hosted services between Karpel Solutions and the District Attorney's Office; and
2. Approve the licensing agreement for hosted services between Karpel Solutions and the District Attorney's Office; and
3. Authorize the Chair to sign both the contract agreement for hosted services and the licensing agreement with Karpel Solutions for database services in the District Attorney's Office.
